Implementation of IUU Regulation
In implementing the IUU Regulations and under the resolution no. 458 “Regarding the appointment of the institutions responsible for the implementation of the European Union legislation establishing the procedure for import, export and re-export of fishery products”, adopted by the Government of the Republic of Lithuania in 2010 April 28, the institutions of the Republic of Lithuania responsible for the implementation of the European Union legislation establishing the procedure for the import, export and re-export of fishery products are appointed:
- The Fisheries Service under the Ministry of Agriculture of the Republic of Lithuania is the designated competent institution responsible for:
1.1. receiving advance notices about the expected arrival of fishing vessels from third countries to Klaipėda state seaport;
1.2. inspection of landing and transshipment operations of third-party fishing vessels in Klaipėda state seaport;
1.3. Inspection of unloading and transshipment operations of vessels of European Union member states in Klaipėda State Seaport in accordance with Regulation (EU) No. 640/2010;
1.4. Forms of documents of quantity of bluefin tuna caught by TATAK (hereinafter – documents of quantity) in accordance with Regulation (EU) No. 640/2010 for fishing vessels flying the flag of the Republic of Lithuania;
1.5. approval of catch certificates, statistical documents, quantity documents and catch documents issued for export to third countries by fishing vessels flying the flag of the Republic of Lithuania, as well as their appendices and copies, and providing copies of these documents to the European Commission and other interested institutions and organizations;
1.6. granting the status of an approved economic operator;
1.7. coordination of the collection and verification of information on the activities of national entities conducting or supporting illegal, undeclared and unregulated fishing and reporting to the European Commission;
1.8. Regulation (EC) no. 1010/2009, the responsible joint communications service specified in Article 39 and Regulation (EU) No. 640/2010 performing the functions of the information center referred to in Article 10, paragraph 3;
1.9. Regulation (EC) no. 1005/2008, the information referred to in Article 8, paragraph 4, the report referred to in Article 55, paragraph 1, and Regulation (EU) No. 640/2010 submission of the report referred to in paragraph 1 of Article 11 to the European Commission.
- The Customs Department under the Ministry of Finance of the Republic of Lithuania or another customs institution authorized by the director general of this department is designated as a competent authority responsible for:
2.1. catch certificates, re-export certificates, statistical import documents, re-export certificates, quantity documents, catch documents and other documents, which according to Regulation (EC) No. Article 13 of 1005/2008 recognizes the acceptance and verification of certificates of fish quantity submitted for importing fishery products;
2.2. acceptance and verification of catch certificates, statistical export documents, quantity documents and catch documents submitted when exporting fishery products;
2.3. verification and approval of the re-export section of catch certificates, re-export certificates and re-export certificates submitted for re-export of fishery products.
